Now, they receive a $40 million gift, but do they use it to reduce their debt by 1/3 and mend their spendthrift ways?

NO!  They will spend most of it to renovate the Alliance Theatre to make it look like a junkyard and reduce its seating capacity, but "it will embrace the audience as a community," so don't worry about it.
